This fixes an invalid response generated by get_timezone when the time zones are composed by 3 parts, for example:
America/Argentina/Buenos_Aires
America/Indiana/Indianapolis

This commit resolves a bug which causes strings such as "350MiB" to be
rejected by parse_size, due to the fact that parse_size changes the case
of letters in the input string ("350MiB") to uppercase ("350MIB"), but
fails to do the same for the elements of the units conversion table.
The correction is simple: Apply the same case change to the units
table elements before comparison.

Ignore:
- not-an-iterable - false possitives for asyncio coroutines
Ignore all the above in qubespolicy/__init__.py, as the file will be
moved to separate repository (core-qrexec) - it already has a copy
there, don't desynchronize them.
Using '$' is easy to misuse in shell scripts, shell commands etc. After
all this years, lets abandon this dangerous character and move to
something safer: '@'. The choice was made after reviewing specifications
of various shells on different operating systems and this is the
character that have no special meaning in none of them.
To preserve compatibility, automatically translate '$' to '@' when
loading policy files.
This commit eliminates import statements happening in the middle of the
file (between two classes definition). The cycles are still there. The
only magic module is qubes itself.

This is part of fixing qvm-start.
qmemman was moved with minimal touching, mainly module names.
Moved function parsing human-readable sizes from core2. This function is
wrong, because it treats k/M/G as 1024-based, but leave it for now.
