storage: drop functions not being part of the API 
commit/recover/reset should really be handled in start/stop. Nothing
stops specific pool implementation to define such functions privately.

Before v3.1 there existed a draft wni storage. You can find it in the git history

(it was in /core/storage directory, now gone)
