qfile-daemon-dvm: Implement LAUNCH and FINISH actions
If the action is LAUNCH instead of qubes.SomeService, then just start
the dispVM, write (only) its name to stdout, and quit.

If the action is FINISH, then kill and remove the named dispVM.
