Stop IP forwarding when stopping qubes-network service (which initially
enables it). This makes ordering against qubes-firewall safe - firewall
is applied before allowing IP forward and then is removed when IP
forward is already disabled.

Network management software should order itself after network-pre.target
(man 7 systemd.special) so that other units can order themselves before
the *beginning* of network initialization. (qubes-misc-post too because
it calls setup-ip.)

There were multiple problems with reusing existing one:
- need to sync with upstream changes (configuration path etc)
- conflicts resolution on updates
- lack of iptables --wait, which causes firewall fail to load sometimes

Get rid of underscores in filenames, use dashes instead.
This is first part of cleanup in filenames.
"qubes_rpc" still untouched - will be in separate commit.
